Study Visit to Switzerland Day 2

Another insightful day of discussions and exchanges in Switzerland as part of the study visit with political actors from the Cyprus Dialogue Forum.

The day began with an engaging meeting with Ambassador Lauper, Head of the EU Coordination in the State Secretariat of the Department of Foreign Affairs. Using the example of Switzerland-EU negotiations, the discussion highlighted the importance of inclusivity through consultation and transparency with all key stakeholders within Switzerland—an approach that showcases the intricate balance between the crafting of foreign and domestic policy.

This was followed by a meeting with Mr. Weber from the Federal Finance Administration, focusing on the principles of fiscal federalism and fiscal equalisation as these are exercised in the Swiss system. The session highlighted the necessity in the case of Switzerland of maintaining a balance between competition and collaboration between cantons on issues of fiscal federalism —both essential elements in ensuring the system functions effectively.

Honoured to also have had the chance to exchange with the distinguished members of the National Council, Mr. Wehrli - President of the Foreign Policy Commission and Mr. Nussbaumer, President of the National Council until 2024.

The day concluded with an exchange with Mr Mayer, General Secretary of the Conference of Cantonal Governments, a crucial inter-cantonal cooperation mechanism. The discussion underscored the significance of vertical cooperation between the Cantons and the Federal Government, as well as horizontal collaboration among Switzerland’s 26 Cantons, ensuring cohesion within Switzerland’s political framework.

Each of these discussions provided valuable insights into the Swiss political system, reinforcing the understanding that while every system is shaped by its own historicity and political context, the principles of cooperation, inclusivity, and balance remain fundamental.

The study visit is organised under the context of the Cyprus Dialogue Forum and attended by political actors from both communities. The study visit is co-funded by the European Union and the Federal Department of Foreign Affairs of Switzerland.
